Monitoring & Evaluation Specialist (Contract)

Impact Measurement Lead — West Philadelphia + Philadelphia

Organization: Human Rights Coalition (HRC) — Philadelphia
Project: HRC–Philadelphia Community Solar Power Project (HRC-PCSP)
Role Type: Contract (part-time)
Term: March–October (8 months)
Rate: $60/hour
Estimated Hours: Flexible part-time schedule (hours will ramp during April–June event pushes)
Location: Remote/hybrid (Philadelphia preferred)

About the Project

HRC is implementing a community solar education and outreach campaign serving West Philadelphia residents and Philadelphia citywide , including online workshops and community events. The project includes a multi-platform media campaign and a series of event pushes in April, May, and June , with ongoing education promotion through October.

Purpose of the Role

Measure and report the program’s impact by building a simple, auditable system that connects:

campaign reach → RSVPs/leads → attendance → learning/intent → follow-up actions

This is a practical, field-ready evaluation role focused on producing clean data and clear insights—not academic research.

Key Responsibilities

1) Monitoring & Evaluation Plan

Develop a concise M&E plan that includes:

  • Logic model / results chain

  • Indicators and targets (West Philly + Philadelphia citywide)

  • Data sources, collection cadence, staff roles, and quality controls

2) Field Data Collection Tools

Create easy-to-use tools and workflows for:

  • Event sign-in (paper + digital options)

  • Participant intake and contact capture

  • Short micro-survey (3–7 questions) post-event and/or pre/post

  • Follow-up survey script (7–30 days after event)

3) Campaign Metrics Integration (4 Platforms)

Define how digital metrics will be captured consistently across Facebook, Instagram, YouTube, and TikTok , including:

  • Which metrics matter (beyond vanity metrics)

  • How often metrics are pulled and logged

  • How metrics map to outcomes and geography (West Philly vs citywide)

4) Data Management + Dashboard

Build and maintain a simple reporting system:

  • Master spreadsheet/dashboard

  • Data dictionary (definitions for every metric/field)

  • Unique IDs / deduping guidance

  • Attendance, outreach, and follow-up tracking

  • Segmentation by geography and priority audiences

5) Learning & Reporting

Provide clear, actionable reporting:

  • Insight memos that explain what’s working by audience/message/platform

  • Turnout drivers vs drop-offs (RSVP → attendance)

  • Recommendations to improve subsequent event pushes and ongoing education outreach

Deliverables

  • M&E Plan (5–8 pages) with indicators and targets

  • Measurement Toolkit (sign-in sheets, outreach logs, survey templates, follow-up scripts)

  • Dashboard Template + Data Dictionary

  • Two (2) Insight Memos timed around key pushes (April + May/June)

  • Final Evaluation Summary (2–4 pages) with results, lessons learned, and recommendations

Minimum Qualifications

  • Proven Monitoring & Evaluation experience for community programs and/or public outreach campaigns

  • Strong practical survey design and dashboard skills (Excel/Google Sheets)

  • Comfortable translating ad/campaign metrics into meaningful program outcomes

  • Strong attention to detail and ability to build low-burden systems staff can sustain

  • Grant reporting familiarity is a plus (especially pass-through/federal-style reporting environments)
